Initial Assessment Of the Proposal: Tiers Cross is a service village, these are settlements which offer a good provision of services and facilities to meet day to day need of their population, but plays a more limited role for the wider population.
The site subject to this enquiry comprises part of an agricultural field extending to approximately 0.13 hectare (Ha). Access to the site will be from the roadside via a new access point.. The site located largely within Tiers Cross' settlement boundary, with a small part of the site to the north east located in countryside.
Given the site's location within a defined settlement, the broad principle of residential development is supported within the settlement boundary. In terms of detailed considerations indicative plans have been provided showing how two or three dwellings could be accommodated on the site. There is a minimum density requirement of 25 dwellings per hectare (dph), for sites over 0.1 Ha in rural settlements. This site extends to approximately 0.13 Ha, therefore a development of two and three dwellings would result in densities of 15 and 23 dph respectively. Both fall below the minimum density requirements, however given the edge of settlement location a case could be made for a development of three dwellings with a slightly lower than required density. A development of two dwellings would fall well below the required minimum density requirement and would not result in an acceptable development.
The scale of dwellings proposed for option 1 (three dwellings) appears to be consistent with those in the locality of the site, with the provision of adequate parking and amenity space for the individual units. Any detailed design of the individual units would need to take account of the relationship of dwellings to any neighbouring properties.
The Highways Engineer has comments that traffic use of Bulford Road is now greatly reduced, and therefore the shared access arrangement for the proposal could be supported.
As such, it is considered that a scheme for residential development on this site could be developed which would be of a scale and nature which is compatible with the capacity of the site and the character of the area within which it is located.
